The US Department of Commerce finally determined the proposed regulations (final rules) to implement Presidential Bulletin 10414, exempt the batteries and components imported from Southeast Asia from anti circumvention or anti-dumping duties, and add new scope of application. Regulation No. 10414 stipulates that the crystalline silicon photovoltaic cells and modules that have been partially or completely assembled from Thailand, Vietnam, Malaysia and Cambodia and exported to the United States are exempted from tariffs for two years. Another important condition is that, in order to qualify for this exemption, batteries and components completed in Southeast Asia "must be used in the United States before the expiration date", that is, they must be installed within 180 days after the termination date. The "final rule" stipulates that if the circumvention is determined, the Southeast Asian batteries and components entering the United States before the termination date will not be subject to anti-dumping and countervailing duties. According to statistics, the manufacturing capacity of crystalline silicon modules in the United States is only 5GW, and that of thin film modules is about 2.5GW. Although China accounts for less than 5% of the import sources, more than 80% of the products come from Southeast Asia, where Chinese photovoltaic enterprises set up factories.

Tunisia conducts prior inspection on imports

License is required for importing unmanned aircraft from Vietnam
